It mostly depends on how low you want to tune.  I was seriously interested in the MH-417B, but I tune mostly to B Standard or Drop A so I went with a 25.5" scale length with my 7 string.  If you plan to tune down to G Standard or lower, the baritone scale length would probably be a better choice.  If you're not going to tune that low, a 25.5" scale should work for you.

I'd say it depends on weighing how big your hands are (can you make the stretch at the lowest frets) vs how much string tension you like.  The reason many people do a baritone 7 string is because they like the extra string tension without having to go to super large strings.  Steph Carpenter's 7 strings are all 27" scale.
