the pinch "sweet spot" might have moved a little due to string tension changes with lower tuning.
Yeah I'm tuned for drop-C on 9's and I can do pinch harmonics pretty easily. 8o
i have trouble pinching past 12 on the 1st string, i know its me though!!!!

I played tuned to D standard and I never have a problem with pinch harmonics.
I've played drop C without any problem doing the pinch harmonics, it's all about technique, the guitar, the pups, the action (as said above) and it will be a little different trough different amps too..

I assume you also tweaked your guitar setup when you changed tuning???

in my opinion, pinch harmonics are easier in drop tunings, i.e. drop D, C, and B
the action on my RG is super super low with big strings and I sometimes have problems getting them.... just like ZW says.
