1 BPM = 1 beats/minute = 1 beat / 60 seconds = 1 beat / 60000 miliseconds

edit: i'm no expert in effects, so i can't go into details; i've just explained what 1bps relatede to ms means.
ive wondered this too, but my amp with built-in delay only has a knob to adjust the speed. So its all guess work for me.
