I just picked up a brand new '11 m-ii and i opened up the electronic cavity and it was loaded with foam. I was like wtf is this? The battery is also wrapped up in foam and has like a wire holding the foam around it. Are the m-ii's supposed to be like this?

Often guitars with EMG's will have the batteries wrapped if foam or electrical tape to keep them from making noise when the bounce around and also to avoid shorting out a connection if the case makes contact with a solder joint.
There nothing weird about it but I usually use tape and not wire to hold the foam on the battery. I wouldn't go so far as to stuff the entire cavity with foam unless it was holding the battery in place in a very large cavity.
